Contact the artist directly. Looks like a cutout windmill blade that is spinning with a small motor with a child's painted foreground. Why animate and draw it when you can have a kids do it for ya.

I think they cut out blade part and animated it with After Effects.
Or the entire thing was drawn in some 3d program and animated. Mark could give us some insight.

Jake, I've been busy with editing wedding videos,dance recitals and vhs tape conversions DVD. As for the holland clip that could been done in any animation program. But it still looks like a wind farm doodle by T. Boone Pickens.
