License Query - individual vs business

I'm a volunteer presenter on a local community radio station (i.e. non-profit & registered charity - see https://www.acnc.gov.au/charity/d928cda60175072c44b2f8eae527af14) here in Hervey Bay (Queensland, Australia) and I'm looking to use https://www.pond5.com/royalty-free-music/item/113717288-ufo-files-piano-solo-dark-scary-trailer-intro as music under my 25 second self-promotion spot (i.e. tune in on Tuesday's to hear my music selection).
Reading the EULA I can justify both the individual & commercial license and am wondering how the final determination is made - I have to pay for the music myself so $155 is out of the question...
