Can't Save and Submit for Review

Hey I have like a bunch clips uploaded and My ID has been approved for over two years. But now that I'm uploading again, I can't click the Submit for Review button. Sometimes it's greyed out, sometimes it's Yellow but still won't click or do anything. What am I missing? Thanks
