So this is like Poptent where someone wants a certain video, you create a video to the specs of the buyer and if they like it they buy it. Or they buy someone elses video they may like better.

Good news Micheal, there's no need to waste time re-inventing the wheel! There's already a place where customers can search for what they need and the content is already there. It's called Pond5. Requests can be made at any time in the forums, and there's hundreds of content creators willing and happy to fill any needs, we set own own price and get a fair split! No needless "crowd-sourcing" either!

Also, it's in poor taste to post a potential competitors link here, and it sure doesn't instill confidence in a upcoming company that makes such a questionable business decision.

I for one would not shoot specific goods for such a deal based on the pretense that I might get a sale. That would not be considered stock footage, but rather a commissioned job without pay (unless one wins). Here is the proof:
