Latin American City? Where is this vintage clip?

I think this may be Buenos Aries or Santiago, Chile in the early 1930s or late 1920s. Notice the bobby style uniform on the traffic cop. Model T's on the street. Flapper style women's wear. The destination reader on the bus says, PARQUE. Havana? Clothing looks way too uncomfortable for Cuba. Any idea?

By the way they are dressed I think its Buenos Aires, Argentina or Santiago de Chile. These cities are cold and have a rich European heritage. Not enough details to read car plates of distinguish the flag.

Not Cuba, In the Caribbean and Venezuela they would be not be wearing those "hot" clothes. In Havana they used "guayaberas" and white suits.
