Editorial Footage - kids or babies footage rejected

Some of my Editoral works that include kids in schools or mother with babies in africa were rejected.
Curations to this matter are being a contradiction.
Some reviews from curators are approved but some don't using this comment/argument:

"although we have to reject because minors’ faces must be blurred out in editorial footage. Please blur out minor's faces and re-submit your clips to the curator." - its unusual to a curator ask to blur the images in editoral content...

In terms of editorial content, consulting the law, the footage does not need to Blur minor faces of no one for news or documentary. For example If you turn on your the tv for news you will see that there is no minor faces with blur, right? there is no relation of arguments used to reject content based in law or Pond5 rules for your editorial purpose:

All content was marked as news / documentary in curator notes.

Does anyone have a idea why this is happening?

Depending on the country the law is not the same about minors and P5 is a worldwide marketplace.

You got a point. Still.... i am selling footage in p5 without bluring images.

I think it depends from the curator point of view.

In my case, the same curator approved and disapproved similar content in less than a week using that specifi argument. Therefore....probably, I am facing a bipolar case.
