Modifying Images

Hey guys, quick question. I looked at the FAQ and did a forum search but I can't seem to find the answer.

If I purchase a photo or illustration, am I free to modify it? Like say tweak the colors in photoshop, or add stuff to it; or do I have to use it as is? I suppose the courteous thin to do is provide credit and mention that I modified it?
