Is it true P5 only sees the first 20 characters of a file name?

Is it true? So as we are getting a LOT of processing errors, 15-20 percent are failing to process. I'm hearing this from many other high profile Artists also. The files are good since other agencies have no problem. So to avoid a duplication error do we add something "1" to front of back of file name when re-uploading. Re-uploading is very expensive in time and bandwidth for all of us.

Also we have to jump through circus hoops to find failed processing errors and what files they are. I know ya'll must be working to get the system back to the way it was when there were no errors. Please.
