Is 1080p @ 20fps considered HD?

Is the videos produced by a canon ti1 (1080p @ 20fps) considered HD here? I am using a canon 7d which does 1080p @ 24/30fps. Does the extra fps contribute to a video being HD or not?

20fps is pretty useless to anyone.
24,25 or 30 is what you need to shoot.

No matter the resolution, 20fps is not an acceptable frame rate under any circumstances on this site. Please do http://en.wikipedia.org/wiki/Frame_rate on the subject, this is pretty important to know.

I guess it could be imported in a 24, 25 or 30 fps timeline and used as a timelapse sequence. That is the only use I can think of...

Don't start upping 20 fps into 24,25, or 30. All that does is starts to introduce a loss of quality. Do it right and stick with 24,25 or 30 to begin with. I think most artists here will strongly recommend 29.97 or 30 as the standard.
