Saw in a different post that it could also be caused by the need to submit tax paperwork. I submitted my w9, logged out and back in the next day, and it worked again.

100% is due to w9 tax form required. was able to submit work after form uploaded

Thanks for comments here especially @ElDeegee and @craiglives4him70356!!! I uploaded a W9. Submit option showed up in the drop-down finally, after 3 days of trying to figure this out--no thanks to Pond5 customer service email/bot. Is that new though? Haven't seen that before.
