I bought a new Dell XPS desktop. I went from rendering a 4K QuickTime 30 second clip in about 3 minutes to just under 1 minute. This is what I got now.
Dell XPS 8940
11th Gen Intel(R) Core(TM) i9-11900K processor (8-Core, 16M Cache, 3.5GHz to 5.3GHz)
NVIDIA GeForce RTX 3070 8GB Studio (LHR)
2TB SSD + 2TB internal HD
Love it. A 30 second HD QuickTime render in Premiere Pro takes about 15 seconds. a 30 Second 4K normally just under 1 minute.

It also depends a lot on the speed of the hard disk and the ports used. Try working on a file that is on an HDD and one that is on an SSD and you will notice a nice difference in rendering times.
