Using stills as video

At the risk of beginning a looong discussion ... is it legit, on Pond5 or elsewhere, to use a still image on video sales. I have a few that with some effects, ie Ken Burns effects etc. would be useful. If I mention this in the description is it legit or cheating? Thoughts.
