Ah, thanks for the additional context. Here's a possible solution:

I loathe Premiere, so haven't used it in a long time. But if memory serves, if you drag a 30 frame clip on to a 24 frame timeline, premier will try to keep the same length by skipping frames, it doesn't automatically do a frame to frame speed change.

If you shot in 29.97 progressive, and want to play it at 23.976 then you "should" have good results if you set the clip speed/length in Premiere, in the timeline (or interpret footage??)

I don't recall if Premiere changes clip speed based on setting SPEED or by setting LENGTH.

A 1:1 frame relationship exists between a 29.97 clip playing at 23.976 by:
• setting the 29.97 clip at a length of 0.8 (80%) OR by
• setting the 29.97 clip at a speed of 1.25 (125%).
Premiere "should" do this correctly in the timeline, your mileage may vary.

In AfterEffects you would fix this under the "Interpret footage" dialog, and there just change the 29.97 to 23.976... but I can't remember if Premiere has an "Interpret footage" option.

That all makes sense. Yes, Premiere does have an 'interpret footage' option and it sounds as though that is the best and most elegant option.
Now you mention it I can always ascertain what has happened on the timeline by seeing if the length has changed.
I certainly don't want any frames added or deleted.
