Apply template is hanging

I'm trying to apply templates to new upload but it's just hanging infinitely, template never applies.

I figured it might have been a bad login session but clearing cookies and logging in again is giving me the same issue. I've yet to try another browser (this issue is on Chrome but I'm unsure if it's exclusive to Chrome).

Is anybody else experiencing this issue?
