No "SUBMIT" choice in uploads tab - how to send content?

While uploading photos in the Uploads tab with the "Needs edits" filter, the "Submit" option has disappeared from the bottom selection menu, and I can't find any way to send the photos for approval. It used to work normally before, and I always uploaded my content this way. Do you know what might be wrong?
