There really isn't any rules or laws yet. The FAA just acted on their own to start a registration process. There will be very little because of the tens of thousands of remote control aircraft that fly already in the USA through AMA and individually. No need to worry, it's like the 1970's and the CB radio licensing. Too many too late. No need to panic or worry. ;)

There is no such thing as a hobby remote control pilot in the USA. The rules and regulations and cost is prohibitive. A person who sits in a chair for the military or a commercial drone flyer or a hobby drone flyer are not pilots and never will be ... they are remote control operators. Pilots are in the air inside of an aircraft.
So IMHO requiring a drone flyer to have a "real" pilots license is an idiotic thought. I also believe a vast majority of reported "drone" near misses with commercial aircraft were just white birds. A pilot on approach to an airfield is too busy and going too fast to tell. It makes good or bad news. It really is possible for stricter control on the manufacturer to program no fly zones and altitude limits and even line of sight restrictions that cannot be over ridden.
As far as a private pilots license, it starts at about $4,000 and up. Of course it is much cheaper to get a Light Sports License like needed to fly most ultralights. Even when flying an ultralight if the flying machine is less than 250 pounds (without the pilot) there is no requirement to have any kind of pilots license. See, this is why the drone issue is just easy bad news. A 240 pound ultralight needs no FAA registration or notification. Kinda silly, this is what CNN and other news agencies have done to all of us.

As far as I know there is no rule or law to guide flying drones in Germany yet. Most German are a bit more conservative and responsive. ;))
Well, for this online registration, they make $5/drone fee and soon they are rich, very rich "if" every one follow their advice to register. :D

For those interested. Local laws and Federal regulations collide. Cities and states want to be more strict. Terrorism is mentioned at least two times.

Two Israelis arrested for flying drone over Vatican

The drone was equipped with a high resolution camera which was confiscated by authorities.
According to Ansa, the men will now be reported to the Judicial Authority for violating the Code of Navigation.
I am sorry for them, probably they have lost the footage and cannot post it here!
