Blurring the face

I have shot several clip in prison. For example:

In the other clips, the faces are visible.
I was instructed to blur the face of the prisoners. I don't have tool to do that.
Can you do that?

You have a difficult situation, because of your handheld the shot is moving quite a lot. You really need professional to help. Ask danielschweinert directly for that.

The police and the guard on the left is the problem.
May be just shorten the clip to avoid seeing their faces.

You should be able to do it in After Effects if you have it available.
