Question on people in videos

I see a lot of videos where there are multiple people in the video with clearly visible faces. With the context of the videos and the amount of people in the video I am sure these people never signed a released. So can anyone give me a basic reason of what makes these video ok? I mostly come from a photography background.

I was under the impression that any recognizable people had to sign a model release. I had a video that only showed my own hand in the video and it got declined for no model release. So I'm just curious.

Each video should say if it has a release or not. If not it's probably sold as editorial which has different rules as to who or what it can be used for.

But you are correct any person that is recognizable needs to have a model release. Even sometimes to parts of the person as you noted in your video of your hand.
