How to add and edit a collection

I cannot find a way to add a collection or change the title of a collection. Can anyone advise? Thanks!

I was curious if anyone knows why when I make a collection and click on it, it shows 0 files are there. Before I click on it though it say 22 file and to click the see more. It's footage, no pictures
