I can't set Paypal or any other payout preferences.

Hello all.
I've just made an account here, and I'm a bit lost, I guess.
After clicking "start selling" and agreeing with the contributor agreement, I'm taken to the Contact Info & Payout Preferences. There, I can't choose any Payout information. The only option available is "Payment Methods". For buyers, probably.
I'm not in the US, but in Europe.
Does anybody know why I can't set any Payout Preferences? Thank you.

Thanks for the Info. However, I'm afraid I don't even have the "uploads" page. Just "dashboard" "account" "financials" "downloads" and "messages" pages.
