Max bitrate for H264 MP4 4K

Can anyone suggest what is the maximum bitrate possible for H264 MP4 4K lip?
(I am not looking for a bitrate calculator, because those found on the Internet are just calculating as if every bitrate is possible)

Chart at bottom. Recently "discovered" that greater than 4K is not possible

I have a program that codes greater bitrates than "possible" - 300mbps while the maximum is 240mbps.
How is it possible? Here is the output from Mediainfo:

Been using Media Encoder .. up to 300 is what I use. Even at 300 there is banding in foggy gradients, but it's fine for most work, generally speaking.
