The video mainly contains 2 parts - 1st part is the lower third and the 2nd one is the alpha matte.
When using this video in premiere you will need to cut both these videos and place them on different video tracks.
You need to apply track matte key effects (video effect >> keying >> track matte key) on a color video and then select the black and white video layer as a matte layer.
