h.264 is a compression codec for cameras (and other products) to use and fit data on a relatively small media card, it is not an editing software. I have always thought an analogy of a beach ball you buy in a store flat in a package and you have to blow air into it before you can use it. h.265 might be different and the key to 4K.

Daniel - either there was much dumbness on my part, or there were no options for changing the levels on export. Recording in ProRes on the PIX220 had the same results (everything up). All else the same, other codecs don't do that.
