I guess the best way to explain why 29.97p is used is this.

29.97 is also known as 30 drop. If you look it up you may see terms like “changed from 30fps to 29.97 due to technical considerations”. Which, since 30fps is exactly half the 60Hz that electricity in the US is distributed at, it was plaguing the system with all kinds of issues. These issues arose because of the way that color was added (on a sub-carrier frequency) to a B&W image and in the US 29.97 is the rate at which video is broadcast. 29.97P runs at exactly 29.97 fps regardless of whether the timecode numbering system is DF OR NDF. US television broadcast demands this for esoteric legacy reasons.

30P runs at exactly 30fps. 29.97, whether DF or NDF, is not 30P.
