First of all, we need to make sure that every single Dutch person is returned to the Netherlands. Secondly, we will have to make an investigation. The investigation needs to demonstrate what actually happened and who was responsible. Thirdly, those responsible need to end up behind bars. And only when we've achieved those three steps, I believe, we can speak of closure." PLANE AUSTRALIAN FOREIGN MINISTER, JULIE BISHOP AND TIMMERMANS WALKING FLAGS (SOUNDBITE) (English) AUSTRALIAN FOREIGN MINISTER, JULIE BISHOP, SAYING: "We have put in place the legal and operational framework to ensure that the Dutch-led investigation with Australians in partnership can secure the crash site. That we can shortly begin to comb the site for any remains and personal belongings and that an air crash investigation can be done thoroughly, and openly and professionally." MEDIA (SOUNDBITE) (English) AUSTRALIAN FOREIGN MINISTER, JULIE BISHOP, SAYING: "We have a very clear idea of what caused the crash. But there is more evidence on the site that will obviously add to the jigsaw of what occurred on the 17th of July.
