We look at non-state actors that have potential capabilities to disrupt sea traffic as ranging from the ones you have seen from al Qaeda to ISIS (Islamic State) and even to the Houthis that are rebel force in Yemen. All could potentially have capabilities to reach out into the maritime domain and so that's one of the threats that we work this exercise against in particular."
