DOHA, QATAR (DECEMBER 3, 2012) (REUTERS) EUROPEAN UNION NEWS CONFERENCE IN PROGRESS (SOUNDBITE) (English) EUROPEAN CLIMATE COMMISSIONER CONNIE HEDEGAARD SAYING: "We all know that it is too few countries who commit in the second commitment period, nonetheless it is important that some of us do it in order not to waste all the work that has been done over years. But I would just urge everybody not to forget, also to focus on what is it that the remaining countries that represent 85 percent of global emissions, what are they doing to add onto ambition also in the shorter term. " MEDIA (SOUNDBITE) (English) EUROPEAN CLIMATE COMMISSIONER CONNIE HEDEGAARD SAYING: "China's per capita emission is now 7.2 tons per capita , in Europe it is 7.5, the U.S. per capita emission is 17.3, Russia 12.80. I could mention many other, I could mention many from this region having much much higher per capita emission than those countries who are actually taking the second commitment period. Just to make the point that yes, those of us who do so, we will have to be even more ambitious and do more, but it is also very important not to forget about the remaining 85 percent of emissions. That is not what we agreed to in Durban." Now, we already know that here in Doha it is very unlikely the governments are going to agree to raising their ambition in a way that is consistent with the science but also with impacts that people are experiencing now all over the world.
