Locked out of Paypal

I have been locked out of my PayPal account, the system has been asking for a UK phone number to receive a SMS validation code for some time but until now I have managed to bypass it. I am living abroad with no possibility of returning to the UK because of the pandemic. Anyone had a similar problem? I have set up a Skrill account for now but this statement on their web site would seem to render it useless “No, you can’t use your Skrill balance with Skrill Money Transfer as it needs to be kept separate for security and compliance reasons”. Is anyone using skrill to cash out successfully?

Create another paypal acount based in your country of residence
