"Commercial" vs. "Editorial" footage, what are the reviewers' guidelines?

I have home movie footage shot in the 40s through 90s.
I understand that you need to obtain model release for recognizable faces and property release for recognizable buildings, property, and trademarks.
As this footage is mostly amateur footage, most of the shots are short, and I prepare 30-seconds of similar shots from the same event.
But where are the boundaries? how small do people need to be to be unrecognizable? How nondescript does visible property need to be to be unrecognizable?
I'd like to be able to group shots into 'commercial' and 'editorial' clips: Example: A family takes shots of themselves at a national park Some are close-ups of their faces as they get camping gear out of their car ('editorial'), while other shots are of waterfalls and canyons ('commercial'). I'd like to group the shots showing people in one clip, and the shots showing stunning vistas with no people or buildings into another clip
But some shots are not as easily categorized.

If the people are small enough they may let it through as commercial.
But the rule of thumb is if the person or their relative could recognize themselves then it needs a model release.
as far as property goes, if the property is the main subject in the video or has a visible logo it needs to have a property release or be placed as editorial.
I'm not sure you can place them as editorial or commercial. The reviewer will judge and place them where it needs to go.
