Using PRO music for a YouTube Commercial. Who submits the cue sheet?

Question about using a music track in a YouTube commercial.
The track is PRO (ASCAP) - and according to the Pond5 licensing agreement, a cue sheet must be submitted.
Who's responsibility is it to submit the cue sheet?
Production company or ad agency?
or
YouTube? (The distributor... but how would they know I'm using this track?)
Or does a cue sheet not need to be submitted if YouTube pays blanket fees to ASCAP?

Hi!
The production company have to send the complete cue sheet to ASCAP.
YouTube pays an annual redevance to ASCAP, that permit to ASCAP to pay the composer of the track. That's why you have to complete the cue sheet with the name of composer, editor and the name of the track, of course! You won't pay any fee more that you have already paid on Pond5 to use the track.
