Can't add release to files that are pending.

Can't add release to files that are pending. So submitted and need to edit by adding a model release. Can't do it, why? Needs to be online or needs edit stage. Why doesn't it work in pending status like all edits can do?

So since there is no release added it may be send to editorial when it should be commercial. Oh well ....
