Actually: here is my guess, using this filter/plugin, http://www.prodad.de/gb/vitascene_std_samples_f06.html.

It was originally one of those rotating party balls with multi colors.

Very close! I used that same filter (In final cut Pro it is called "Light Rays") and the original footage was a tilt up on out-of-focus Christmas lights on a tree outside in the dark. The raw footage looked mediocre, so I played with some filters until I got it to look like that. Damn, now everyone is going to make hundreds if not thousands off my brilliant idea... We wish.
