Editorial License to Creative License

Quick question here:
I know the editorial license is for content that features logos, personalities and such. However, if I were to blur a logo in the shot, would the updated footage be considered creative license?
Case in point:
This shot of a Hoosier race tire, if I were to blur the logo from the get go, would I be able to use this as a creative license? Even if it is offered as editorial. Or would I have to get permission from the author?
