Cropping things out in adobe premiere cs3

I have a video of an ice cream truck, and it has a license plate visible. I use adobe premiere, and was curious if I could clone it out or do something of the sorts. I tried to google it, but couldn't find any tutorials. If you guys could help out, it would be greatly appreciated . Thanks.

Why do you want to remove the plate? I have no reason to believe it is wrong. I know some advertisers use fake plates and such, but it is in public, they have no expectation pf privacy and it is not a person nor is it copyrighted. I think it's an old wives tail that scares people. What say ye P5?

If you have Adobe After Effects CS3 you can select the corners and insert something entirely different where the plate is ... maybe another clip even. I know you should be able to google some tutorials for after effects.

The ice cream truck is basically some guy cruisn the neighborhood in his minivan with the window knocked out ,10 x 12V batteries to power his cooler filled with sponge bob pops. I am upping it as editiorial, becuase you can see the ice cream choices on the side, and there is spongebob and other things similar. I'll post it here in a little when I get it upped.

With After Effects it's possible to change the entire side of the truck and make it blank or put some generic stuff, kinda cool but I'm not that advanced with it yet.

I'll have to read up on it a little. I would love to be able to do stuff like that. Also, what are some good plugins for AE or Premiere worth purchasing/trialing?
