High quality MOV in Windows

I do most of my video editing on a Mac in either iMovie or FCP. I have a newer PC laptop that I want to set up for video editing when I am on the road but I am having some issues. I installed Adobe Premiere 6.5, captured a clip, exported it to Quicktime NTSC DV and it was terrible. I exported the same footage to AVI NTSC Microsoft DV and it looked great.
OK, maybe some issues with Quicktime 5.0 that came with Premiere. I upgraded to to QT 7.x Pro, opened the good-looking avi version and did a save-as mov using the DV/NTSC settings. Pitiful results.
Can't seem to figure out what I am doing wrong. I know everyone can't be using a Mac. I am trying to avoid buying a Mac laptop until after the first of the year. Is there a better editor out there for Windows that will export excellent quality QT movies?
Thanks in advance for any thoughts or suggestions you might have.

Premiere should be able to export MOVs with the same quality as its AVIs - in fact it should be exactly the same data, wrapped in a different file container (ie MOV or AVI). For DV-originated clips, this data should also be exactly the same as what was recorded by the camera. When you're exporting DV clips, the goal is to have 0 quality loss from generation to generation.
The problem probably has something to do with your MOV export settings. These should be:
• DV codec
• 720X480 resolution
• 29.97 frame rate
• lower field first
• if there's audio it should be at 48Khz.
Premiere, Vegas and Avid are probably the best options for PC-based editing, and you can absolutely get the same quality as with a Mac. I usually use a Mac myself, but only out of habit :)

I had the same problem. No matter what I did I couldn't get a good mov file. I used Pinnacle Edition to edit with and also Premiere. Both of these programs couldn't export a decent mov file. Tried Quicktime Pro no good either but then I tried Mpeg Slipstream and it worked beautifully try it http://www.squared5.com/
