really? if you look at the ae project files that include sound you will see they are selling more than the ones without O.o

But you don't know what the buyer is doing with those clips. Maybe they'll use the audio and again maybe not. Until you see one of those used in an ad on tv will anyone know for sure if the audio is being used.

What's important to understand is the concept of a work made for hire. If you hire a composer to produce a musical piece for you, under the conditions of "work made for hire" then once you pay, the rights are transferred to you. It is similar to an employee working for a software company--all their coding done on location using work computers while on the clock is owned by the company.
With Smart sound or other similar software packages, as long as you are using it to create derivative works (and not just selling the templated material) then that is what the software is for. You can use them in commercial projects. Im not sure where the confusion about that comes from. Here is the testimonial page from SmartSound.

Do you honestly think that all these companies aren't selling these videos that they are making? The only infringement on licensing should apply to the libraries themselves being duplicated without modification, as far as I know. Just because a clip on p5 is only 20 seconds long, that does not make it a second class citizen compared to a fully edited :30 commercial. I've put more effort into some of my p5 clips than many :30 pieces for local clients.
