Issues with Payment in Checkout

hey everyone. im a new user and im trying to buy some footage but after inputting all of the correct billing info when i click checkout it says the payment can't be processed, even after trying multiple credit cards. also the paypal option doesn't appear so i can't even try that.

can anyone shed any light on this? is the system down?
