What happened to the free footage? Mostly gone now?

I've been using this site for a while now and just noticed that most clips I've downloaded in the past now cost money. Did something change fairly recently? The clips I'm talking about are mostly WW1 and WW2 footage. Almost nothing is free now.

this is a site that sells videos and images maybe artists are not so keen to give their work away for free anymore, how was you using the free footage ..??
