im on the audio side of the site, but i do video/photo as a hobby.
i can recommend (since you want cheap) panasonic gx85. it was launched in 2016, but has 4k, zebras, nice colors and can be graded to some extent. good stabilization, custom modes, not quite good in low light (although for static scenes, you can drop shutter speed to 25, instead of 50, and will get more light in), full touchscreen, tiltable (but not flipping out), 100mbps, does 24fps, is 16mp.
i had it twice (now it's my second time) and each time i bought it used under $200. can't quite be beaten at that price.
alternatively, i would point to sony a6300 (more pricier - still talking about used products - and lenses also will be pricier), zv e-10 (about $5-600 used - keep in mind both a6300 and zv-e10 or a6400 will have not good rolling shutter, although gx85 might not have good rolling either, but i didnt find it a problem).
i would stay away from olympus. i had an e-pl9 (also bought used around or under $200), but i found dynamic range is less workable even compared to gx85, and also image is too sharp (on panasonic you can drop the in-camera sharpness a lot and also contrast, which is a good option). it seemed to me a lil better in low light, but not worth it overall, imo (compared to gx85), and also some oly's at that price dont have (i think) custom modes, and definitely no zebras, which are quite a nice thing.
depending on your budget, you might not have good autofocus (a6300 has ok autofocus, a6400 and zv-e10 have very good af, but all these are quite pricier than gx85).

I would have recommended the same cameras.
I use the Sony a6500 on my gimbal as well as a smaller camera for tight spots.
But to help you we should know what your budget is.

regarding gx85, for body alone (no lenses), used, i did a search on a local used market app now and i found several, out of which two are around $250. one of the two is, according to the seller, new and never used.
there's an app (for that used market) on google play, it's called "olx" - make sure it's the romanian version, cuz there are other olx's in other countries too. maybe you get in touch with them sellers. but i think transport to india will be about $150.
alternatively, try mpb.com, they have several gx85's at around $400 i think.
ebay (make sure to include the europe results) has some at around $400 and less.
either way, dont buy it new..
and yes, depending on the upper limit of your "cheap", other models could be more interesting.

I'm maybe gonna stick my foot in my mouth again, but honestly, I can tell you that the camera with the highest return on investment is a GoPro. Seriously. I've easily made my money spent on GoPros back, even having lost a couple, compared with the semi-pro cams and lenses, drones, etc ...
And that was started with Hero 4. I then went to Hero 7, 9, and 10. I still use the Hero 9 and 10 ... and now they have 11. Probably better. Not perfect, and not always satisfying at all, and not going to train you to use "real" cameras, but damn, for $400 you can certainly not go wrong. Plus if you are creative you can do things with them that you cannot with other cams. And the footage can be quite "stockworthy".

@mizamook thanks.. I was also thinking that way.. Wondering gopro cameras are so cheap in price.. How good are they in producing 4k videos.. Would like to know more about them.. Are u comfortable enough holding and shooting..? Do they produce good shots atleast after editing?

I have a dozen GoPro laying around. I use them only when I could damage or lose a good camera. I also have found that some of the agencies really do not like GoPro video in h264 processing. They are adequate and have their use and value. Again if all you can afford is about $400 then GoPro 10 Black or even the newer 11 Black. They do stabilize movement very well.

I would add to this list the DJI Osmo Pocket. Then, you should always have it with you. It has a tiny screen which is worthless for composing shots, but you can easily attach the camera to your mobile phone (at least iPhone, which is what I have) to use as your monitor.
When you see people, food, clothing, historical sites, etc use it to take 3-axis stabilized 4K video. But note: this camera does not have much in the way of adjustments, so it is not a great camera to learn with (effects of aperture, focus, shutter speed, etc) so your shots have to be very unique. And when you use it, don't just whip it around, but be very slow and deliberate in your pans, tilts, etc, which you can do without a tripod because of the built-in stabilization motors.
I've sold some clips on P5 using this camera. It has paid for itself but sure has not made me rich.
