Question about resolution

I just bought some 4K footage and I am disapointed in the quality of the image. It looks as it was blown up from a smaller resolution. Is it possible to get lower resolutions of the same clip when you buy the biggest one?

Many submitter believe 4K is 4K and do not realize the pixel size is a very small part of what makes a 4K quality clip. Yes most cell phones now shoot 4K but look at the sensor size, bit rate and lens size and quality. They look great on a smart phone or tablet screen but fall apart much faster than a good quality dlsr. That is why I think it's important to show what cameras is used. Many high end broadcasters have a minimum camera requirement. By hiding the camera make and model leads to problems like this. Many time when a great subject is happening and the only camera you have is the smart phone then that is the best camera for that shot. P5 support will help you.
